Des crit\u00e8res de vuln\u00e9rabilit\u00e9 \u00e9valu\u00e9s et consensuels conditionneront l\u2019acc\u00e8s \u00e0 ce fonds qui sera g\u00e9r\u00e9 de mani\u00e8re coll\u00e9giale et transparente, avec l\u2019administration publique, les chefs de villages et de quartiers, les organisations citoyennes, les autorit\u00e9s morales d\u00e9sign\u00e9es par les b\u00e9n\u00e9ficiaires eux-m\u00eames ;<\/li><li>Diminution pendant 3 mois, de la base taxable au cordon douanier des produits de premi\u00e8re n\u00e9cessit\u00e9, notamment le riz et le lait ;<\/li><li>Prise en charge pour les mois d\u2019avril et de mai 2020, des factures d\u2019\u00e9lectricit\u00e9 et d\u2019eau des cat\u00e9gories relevant des tranches dites sociales, c\u2019est-\u00e0-dire les plus d\u00e9munies ;<\/li><li>Exon\u00e9ration de la Taxe sur la Valeur Ajout\u00e9e (TVA) sur les factures d\u2019\u00e9lectricit\u00e9 et d\u2019eau, de tous les consommateurs, pour les mois d\u2019avril, mai et juin 2020 ;<\/li><li>Distribution gratuite de 56 000 mille tonnes de c\u00e9r\u00e9ales et de 16 000 tonnes d\u2019aliments b\u00e9tail aux populations vuln\u00e9rables touch\u00e9es par le Covid-19.<\/li><\/ul><p>Compte tenu de la cartographie de la maladie dans le pays, il apparait que les centres urbains sont les plus affect\u00e9s et particuli\u00e8rement le District de Bamako, qui renferme pr\u00e8s de 80% des cas d\u2019infection confirm\u00e9s. A cet effet, le gouvernement \u00e0 travers le Programme de Filets Sociaux \u00ab\u00a0JIGISEMEJIRI\u00a0\u00bb va proc\u00e9der \u00e0 des transferts mon\u00e9taires d\u2019urgence \u00e0 <strong>31 580 m\u00e9nages provenant du Registre Social Unifi\u00e9 (RSU) <\/strong>dans les six communes du district de Bamako.<\/p><p><em>\u00a0<\/em><\/p><p>L\u2019actualisation de ces m\u00e9nages b\u00e9n\u00e9ficiaires se fera avec l\u2019outil RSU Lite d\u00e9velopp\u00e9 par l\u2019Unit\u00e9 Technique RSU pour toutes les op\u00e9rations li\u00e9es au COVID-19.<\/p><p>Les m\u00e9nages non actualis\u00e9s ou non retrouv\u00e9s seront remplac\u00e9s par de nouveaux m\u00e9nages cibl\u00e9s par les communaut\u00e9s elles m\u00eame. Ceux-ci feront l\u2019objet d\u2019enqu\u00eates compl\u00e9mentaires en vue de leur int\u00e9gration dans la base des potentiels m\u00e9nages vuln\u00e9rables.<\/p><p>\u00a0<\/p><p>Les tableaux
